Economic competition between Russian regions
Since the beginning of market reforms in Russia, the spatial structure of its economy has been transforming much faster than it did in Soviet times. The article discusses the peculiarities of the period between 1999 and 2013 regarding formal (statistically registered on a current value basis) and real changes in the spatial structure of the economy calculated with quantum indices, differences in the spatial structure of employment, and the dynamics of power consumption. The author concludes that the real changes in the spatial structure of the economy are far less dramatic than the ones shown by statistics because the region where the results of economic activity are registered does not always coincide with the region where the actual product manufacturing and transportation take place. The article reveals another aspect of the problem: a very high interregional differentiation of GRP per capita. It is mainly caused by substantial discrepancies in value added per employee among industries. They cannot be eliminated; moreover, under the current unchangeable regional specialization, the existing interregional differences in per capita production rates will maintain in the long term

Regions of Russia: Adaptation to Measures of State Regulation
Basing on statistics published by the Russian Federal State Statistics Service (Rosstat), the article examines the regional performance of the Presidential Decrees of May 7, 2012 that stipulate measures to increase wages in the public sector, as well as to create and modernize 25 million high-performance workplaces. It is shown that the documents adopted by the government in pursuance of the Decrees underestimated the level of regional differentiation in Russia, local budgets and the specifics of manufacturing, which has led to negative consequences in some subjects of the Federation. The article justifies the need to adjust the share of liabilities attributable to regional budgets due to a slowdown in economic growth and to account for the imbalance that appears with a sharp increase in the deficit and public debt. It is demonstrated that spatial determinants highly differentiate the quantity of high-performance workplaces in regions and their share in the total number of jobs. In order to meet the set targets, it is necessary to take measures to create and modernize high-performance workplaces with regard to the specifics of manufacturing in regions

Labour Productivity Dynamics: Regional Aspects
The paper considers the techniques for measuring and assessing regional labour productivity and its dynamics and differences. It compares the results obtained by applying the different techniques, and can state that the trends identified according to different methods, display a little difference. Only the indicator of a real labour productivity compared to wage shows a higher difference and results in higher ratings of the regions where wages are relatively low. A high share of extractive industries in regions is a key factor of a high labour productivity. The labour productivity and its dynamics show a strong sectoral difference. The growth of a total labour productivity in regions can be explained by the increased efficiencies but not by relocation of production and labour forces to the regions with higher indicators of efficiency

Regional Spatially-Neutral and Local Target Focused Policies: Issues of Choice
The paper analyzes modern principles of regional policy and whether they are applicable to the Russian economy. We consider, on the one hand, the principles of the World Bank policy based on a spatially neutral approach to choosing measures of regional policy, and, on the other hand, the EU policy which is focused on local targets and insists on a necessity of differentiated regional incentives. The arguments of both approaches are based on the different concepts, i.e. the theory of the new economic geography and theory of endogenous growth

Novosibirsk Oblast as a Phenomenon of the Russian Modern Economy
The Novosibirsk Oblast showed high of its economic growth - its indicators were significantly higher than both Russian and the SFD average ones over 1999-2008. The same can be observed over the next period 2010-2011. The GRP and industrial production in physical terms were more than twice higher despite negative changes taken place in the economic trends and institutional environment of the Oblast. According to a constantly increasing number of economic indicators, the Oblast has outpaced its SFD neighbors over the last years. The author explains these facts applying a wide spectrum of statistical indicators.

Modernizing the real sector of the economy: spatial aspect
The paper considers the principle tasks, priorities, trends, and sources of modernizing the Russian socio-economic system and its real sector. We show the peculiarities of modernization of the spatial structure of the economy; dynamics and efficiency of some economic activities; and the fact that peculiarities of regional economic systems such as the state and structure of fixed assets, sectoral production structure, and receptivity to innovations are the important factors of the modernization. We also describe the different approaches to regional policy aimed at modernization, and display a necessity to have a balanced regional policy.

Sustainable spatial transformations in Russia: measurement concept and methodology
The paper offers the concept, methodology and methodical scheme to measure the spatial transformations taking place in economy; the comparative assessments of regional development in Russia over the period 2009-2012; a stable clusterization technique for regional indicators; the long-term forecasts (for 2009-2030) of how the RF regional structure will change; and the assessment of dynamics of the ordered sets of regional clusters.
