Approaches to the Development of the Russian Arctic and Eastern Regions

The paper characterizes the Russian Arctic areas and eastern regions, and it proves that they (both or either of them) should not be considered as a united object of planning and management. The development strategies for each of the regions should be specified not only in the regional documents, but also in federal ones. Taking into consideration the realities of current regional management in the country and a principle of indivisibility of RF subjects, it seems advisable to give a priority to the level of RF subjects. However, it is also reasonable to treat the regions under study as independent targets of our public regional policy, administration, and, first of all, strategic planning.

Siberian Innovation Development Scenario: Issues of Its Implementation

The article considers what results the first steps of the Social and Economic Development Strategy for Siberia 2020 contributed to building a regional innovation system. We compare expected and actual targets of the innovation development in Siberia and several subjects of the Siberian Federal District. Having analyzed several major projects, we show the problems the innovation development variant for Siberia may face in its implementation

Siberian school of regional studies within the framework of the program on Fundamental Issues of Spatial Development: Interdisciplinary Synthesis launched by the Presidium of the SB RAS

The paper presents the results of the researches made by the Institute of Economics and Industrial Engineering, SB RAS within the program on spatial development launched by the Presidium of the SB RAS. We also put forward a concept of strategizing the Russian spatial development which includes national strategizing and those at the levels of federal districts and RF subjects. We also present our analysis of several development strategies for Siberia and its regions; new optimization model of inter-sectoral regional development; long-term development scenarios for our country and Siberia made by the application of this model; and technique for assessment of spatial transformations. This technique is based on the modeling-methodical complex «SIRENA-2» which includes imitation and normative models of different levels of spatial hierarchy.
