Alternatives to Transport Support in Exploration of Russia’s Arctic Shelf

Using the problems of transport support of resource extraction in Russia’s Arctic shelf as an example, there is explained and implemented an approach to selecting an appropriate strategy to solve a semistructured problem under the uncertainty of the scenario. To structure the problem, a tree of objectives is drawn, scenarios and strategies are described. Scenarios indicate possible states of the environment where the problem is solved. Strategies differ in ways of transportation: mainly by sea (the Northern Sea Route) or Siberian rivers. It is shown that the construction of the Transpolar mainline is necessary for all the strategies. The authors have developed and implemented in software a method for collecting and processing expert data used to estimate numerically the importance of objectives. Following the same method, one evaluates the degrees of how the general objective of each strategy is achieved under each scenario included in the evaluation matrix. The appropriate strategy is selected according to the evaluation matrix with the help of strategic criteria (Laplace, Wald, Hurwitz and Savage)

Priorities of the Current Governmental Development Strategies for Arctic Regions

The paper analyses the strategic documents on the development of natural resources adopted by subarctic countries. This allows us to identify what coincidences and differences in the strategies, goals, priorities and trends can be observed in different countries. The paper considers the opportunity of applying partnership and cooperation to the Arctic development, and what institutions could be regarded as those of the most valuable for transnational regulation in the Arctic. We also present what positive and negative trends can be observed in the Arctic policy carried out by the Russian Federation.

Institutional Problems of the Development in Baykal Region

The paper analyses institutional conditions of the development of the Baikal region which can be seen in the Socio-Economic Development for the Far East and Baikal region and other documents. We can identify three types of institutions which impact on regional development such as organizing, distributive and transformational ones. We show that the quality of the Baikal region transformational institutions reduces the effectiveness of the governmental programs aimed at the development and enhancement of competitiveness of this region in open markets.

The State and Problems of Transportation Infrastructure in the Siberian Strategy

Having analyzed the course, problems, and prospects of the development in the Siberian transportation sector which we consider as one of the most important factor of the successful implementation of the Siberian Socio-Economic Development Strategy up to 2020, we can conclude that the infrastructure failed to meet the current requirements and prospects of future development of the region and country. Our proposals are to speed up the implementation of the infrastructural projects and change the approaches to their management and financing. We also present our assessment of the volumes of investments required for modernization of the Siberian Federal District infrastructure.

Managerial and Economic Mechanisms for Implementing the Russian Arctic Policy

Eastern Border-Zones of Russia: Student-Age Population’s Attitudes towards Migration

The paper considers attitudes of the student-age population in the Zabaykalsky Krai towards migration and whether they are feasible within the objectives and goals of the Socio-Economic Development Strategy for the Russian Far East and Baykal Region 2025. An empirical subject of our study is the students of the largest university in the Zabaykalsky Krai – Zabaykalsky State University. We can conclude that a significant share of young specialists being educated here may leave the region as early as in the years to come. In the context of a regional human resource competition, the Strategy goals could be likely achieved with no measures aimed at building favorable conditions in the years to come in order the educated youth would be able to find jobs in regions of Siberia and the Far East

The state and problems in providing investment support for implementation of the Siberian socio-economic development strategy

The paper analyzes the economic development of Siberia (12 RF subjects which make up the Siberian Federal District) on key indicators included in the Siberian Socio-Economic Development Strategy up to 2020. Regulating regional foreign-economic activity: capacities and limitations

The paper identifies the basic customs charges and what role they could play as the tools for regulating of foreign trade by charge rates. Strategic aims of the long-term development in Siberia

The paper describes the recent studies made by the IEIE SB RAS concerning the development of strategic socio-economic plans for Siberia. The paper focuses on the latest version of the strategy having been developed since the end of 2008, and the reasons why it needs to be renewed. The authors formulate the development objectives and tasks for the next 20-25 years, the strategic priorities, and factors which may favour and impede the achievement of these objectives. West Siberia and Far East Natural Gas Production Strategy: key provisions

Economic development strategy for macroregion: approaches, structure and models

The paper considers an economic development strategy for Russia and its macroregions as a political document defining key principles of public policy and commitments of supreme federal and regional authorities in relation to an object of the strategy. The strategic objectives for Russia are to maintain its territorial integrity and win world's leading positions; as for the eastern resource regions - to diversify their economies, achieve population growth and eliminate backwardness of those regions which key indicators are lower than the national average ones. While developing the strategy, we applied a project approach together with mathematical methods. Among other things, we presented, in the context of the mathematical models, the operational definitions of the investment projects effects (direct and indirect; internal and external).

Natural resource development projects implemented in the Yamal-Nenetz Autonomous Okrug: export risks

The paper considers the issues of the long-term development in the Yamal-Ne-netz Autonomous Okrug. We show that the current financial and economic crisis may significantly affect the implementation of the large-scale projects of system-forming character for this region. We also evaluate the export risks for the Yamal Natural Gas Production Project if European partners switch over to other gas markets. Should the Project be withdrawn, the regional fiscal losses will be so high that the complete revision of the Yamal socio-economic strategy will be required.

Capacities and prospects of the innovation development in Siberia

The paper shows a present state of the Siberian scientific, technological and innovation potential which includes a number of scientific achievements of world's significance, a developed system of higher education and scientific personnel training, and an advanced industrial complex including the knowledge-intensive sectors. We identify the key challenges of future development and key problems required to be resolved to build a holistic innovation system in Siberia which could adequately solve such challenges; and propose a scenario of how the existed potential could be targeted on innovation development that allow better competitive advantages of SFD and more favorable conditions of life.
