Introducing Uncertainty into the Estimation of Effectiveness of Large Regional Transport Projects: Structural-Institutional Approach
The paper presents that standard methods for estimating effectiveness of capital investment projects are deterministic. Uncertainty and risks are introduced and declared but not described with proper terminology. As far as large capital investment projects are concerned, of which implementation influences the structure and price standards not only on departmental or regional markets but also on national ones, underestimation of “external effects”, for instance, could lead to costly errors. To resolve this issue, we propose to utilize a strategy games model where contrasting scenarios are generated using models from a family of an optimization interregional–interindustrial model. The article also shows the results of experimental calculations and an example of how to use the described model

Weighing Coefficients and Innovation Potential Ratings in Regions
The paper proposes a system of the indicators and a technique to define regional ratings on the base of such system. An aggregated index of innovation activity for units of the Russian Federation are calculated with consideration for differences in their socio-economic development as well as weighing coefficient (and without them) obtained on the base of a pairwise comparisons matrix. Our analysis shows that consideration for weights does determine the rating of the unit of the Federation among others. However, we can state that the regions having top positions in one rating scale remain of top positions in others.

Identification of Russian Regions from the Point of View of Spatial Heterogeneity
The paper offers the methodical tools for building a set of complex indicators of regional efficiency which reflect the resource, processing, and resulting components of major subsystems of a regional socio-economic system. We present our multidimensional assessment of the spatial heterogeneity observed for the Russian regions in 2000–2010 in the terms of the parameters of regional efficiency, and also a comparative analysis of spatial differentiation. Having analyzed the data concerning the resource-oriented regions in the Russian Arctic, we can state that high values of an economic component in their regional efficiency do not adequately reflect the actual socio-economic results.

The State and Problems of Transportation Infrastructure in the Siberian Strategy
Having analyzed the course, problems, and prospects of the development in the Siberian transportation sector which we consider as one of the most important factor of the successful implementation of the Siberian Socio-Economic Development Strategy up to 2020, we can conclude that the infrastructure failed to meet the current requirements and prospects of future development of the region and country. Our proposals are to speed up the implementation of the infrastructural projects and change the approaches to their management and financing. We also present our assessment of the volumes of investments required for modernization of the Siberian Federal District infrastructure.

Building Mechanisms of Support for Petrochemical Clusters in Eastern Siberia and Yakutia

Assessing effectiveness of regional executive authorities: the analysis of the Russian legislation performance evaluation of authorities
The paper describes the problems and contradictions of the current techniques for assessing effectiveness of regional bodies of executive authority. We show that such techniques allow introducing new instruments for regional support, on the one hand, and do not allow the monitoring of regional changes, on the other hand. We present our proposals on how to improve the techniques.

A fuzzy-set analysis of regional transportation projects
The paper offers an approach to support decision-making on selecting an investment project among alternative large-scaled transportation projects. This approach is based on principles of fuzzy set theory. Using this approach, we analyze the competitive projects on construction a bridge connecting the Russky Island. For this purpose we calculate and analyze the costs of alternative projects and their planned timing schedules. We present a cost- risk assessment of a set of timing schedules admissible within network constraints to compute a fussy set of Paretto-optimal plans. We also present our recommendations on how any timing schedule could be corrected.

Outsourcing in the agriculture: perspectives of its application
The paper analyzes how the agricultural sector applies outsourcing in its practice. What differs the outsourcing from other forms of cooperation of enterprises is identified. We show that an agro-enterprise could function as an outsourcee. Some ways of how outsourcing can be used in the agricultural production to make its profitability higher are proposed here.

Developing mineral and raw material resources in the North: energy supply variants
The paper analyses the state and problems of the power and fuel suppliers operating in the Northern part of the Russian eastern regions. Investing serial sea shipbuilding
In the author's opinion, it is reasonable to make the analysis and forecasting of the development of a sea shipbuilding sector together with those concerning further operation of such ships. We show what are the specifics of assessing how efficient the investments into construction of civic seagoing ships (or purchases on a secondary market) from the investor's point of view. We also argue for a reasonable ratio between own and borrowed funds invested into construction of new ships.

Diversifying the transit pipeline routes in Kazakhstan
Further involvement of Kazakhstan in world oil-and-gas markets is based on a steady growth of production and significant potential of these resources in the Republic. Structural reform of the rail transportation as an institutional project: analysis of strategic aspects
The paper analyses a large-scale institutional project of the Russian Federation - a structural reform in the railway sector. We describe the specifics of the methodology applied to the assessment of efficiency of the project characterized by high risks and dependant on multi-aspects externalities. We also show negative and positive results of the reform, what failures are observed and why they happened; and make recommendations on how, at least, to mitigate the consequences of such failures, if we will fail to eliminate them completely.

The study analyses the issues of the development of the West-Siberian oil-and-gas complex. Before the 1990-s, when the complex was creating as a new national base of oil-and-gas production, the country faced the difficulties due to the lack of investments, equipment, materials, and vehicles, as well as a housing deficit, whereas later the reducing efficiency of the complex's operating was observed. Application of the fuzzy sets theory to assessment of the large-scale investment projects
The paper considers the issues of how to assess the efficiency of the large-scale investment projects. We offer an approach to choosing a preferred project among competitive ones when making a decision on the selection of an investment project. The approach is grounded upon both the principals of system analysis applied in the fuzzy sets theory and expert technologies. Our special focus is on how to assess the investment costs and their fluctuations depending on investment risks while the preproject analysis is being carried out. Efficiency of health care expenditures: assessing the experience of Vologda Oblast

Integrated assessment of large regional projects
The intersectoral instruments proposed to assess disbenefits of a project being implemented in a region allow analyzing not only the effect of the project on a local economy, as a limited number of contiguous and visible links are taken into consideration, but also its effect on a national economy. To illustrate this, we applied here the natural gas development project for Yamal peninsula. In our opinion, the intensive implementation of this project is required even if the world‘s demand for gas drops.

Two-level enterprise management system in the context of network-economy
The paper shows that a multi-level management system applicable in market environment proved to be inconsistent with network-economy. A two-level management system is considered more applicable in the context of network-economy as it allows reducing the time required for forecasting, planning, accounting, analysis, and control over production.
